For whom who use the library for the first time

 

1. Registration – how to make a library card to borrow materials

  • Fill out “Library Card Application Form” and submit it to the counter with your ID (e.g. student ID, driver license)
    with which your address and your name can be verified.
  • You can borrow materials from all the public libraries in Meguro City with your library card.
    You can make a library card if you don’t live in Meguro City, too. In case your address is changed, please contact the counter.

 

2. Lending – how to borrow materials

  • Hand in materials you want to borrow with your library card to the counter.
  • You can borrow up to 20 items including books, magazines,toys(up to 2) ,a set of comic books and CDs.
    Reserved materials are also included in 20 items.
  • You can borrow materials for up to two weeks.

 

3. Return – how to return materials

  • Return materials to the counter within the borrowing period. (You don’t need a library card.)
  • You can return materials to any public library in Meguro City.
    * Regarding the books borrowed from public libraries in other wards and the metropolitan library, please refer to ‘9 Materials Borrowed from public libraries in other wards and the metropolitan library’.
  • When the library is closed, return materials to a mailbox for books. Return the following materials directly to the counter.
    1) CDs
    2) a set of comic books
    3) cassette tapes
    4) story pictures
    5) books and magazines with a supplementary CD or CD-ROM
    * Nakameguro Ekimae Library cannot be accessible from midnight to 6 am for administrative reasons of the Nakameguro GT Plaza.
  • Please return materials by the due date. Otherwise, we might need to disqualify you for borrowing books under “Meguro Public Library Lending Restrictions to Individuals Guidance”.
  • If you lost or damaged the libraries’ materials, as a rule, you are required to compensate it by the same material.

 

How to extend the borrowing period

 

4. Extension of the borrowing period

  • You can extend the borrowing period twice. Each time, you can extend it by 2 weeks from the day of the application.
  • You can extend the period over the phone, by “SANMA-KUN” (terminal for users) or by your PC at home.
  • You cannot extend the borrowing period in the following cases.
    1. Materials are reserved.
    2. Materials are overdue.
    * Regarding the books borrowed from public libraries in other wards and the metropolitan library, refer to 9. Borrowing materials from public libraries in other wards and the metropolitan library.

 

How to search for and reserve materials

 

5. Search – how to search for materials

  • You can search for materials with “SANMA-KUN” (terminal for users).
  • A list of materials such as “serial catalog (a catalog of magazines)” is also available.

 

6. SANMA-KUN (terminal for users) guide

  • The following can be done by “SANMA-KUN” (terminal for users).
    1) to search for materials that belong in public libraries in Meguro City
    2) to reserve materials that belong in public libraries in Meguro City
    3) to check materials you have borrowed or reserved
    4) to extend the borrowing period (Refer to ‘4. Extension of the borrowing period’.)
    * For 2) 3) and 4), a password registration is necessary.

 

7. Search and reservation on the Internet

  • The following can be done on the Internet with your PC at home.
    1) to search for materials that belong in public libraries in Meguro City
    2) to reserve materials that belong in public libraries in Meguro City
    3) to check materials you have borrowed or reserved
    4) to extend the borrowing period (Refer to ‘4. Extension of the borrowing period’.)* For 2) 3) and 4), a password registration is necessary.
    * Please note that the state of material could be changed even if your search on the internet shows that the material is available. If you need the material urgently, please call the library where the searched material is supposed to be available.

 

8. Reservation – when you cannot find materials you are looking for on the bookshelves

  • Acceptance of reservation
    You can reserve any material in public libraries of Meguro City via “SANMA-KUN” (terminal for users). You can also reserve materials with “Reservation Form”. In case you’d like to reserve materials that don’t seem to belong in or materials with no data registered by Meguro City public libraries (including new books), fill out a reservation form and submit it to the counter. You can reserve up to 20 items; books, magazines (including ones reserved by lot), a set of comic books and CDs.
  • Contact
    We will contact you as soon as the material is available. Please come to the library to pick it up by the appointed date.
    If you’d like to cancel your reservation, contact us as soon as possible.
  • Period of holding reservation
    The libraries can hold your reserved material up to 7 days from the next day after our notice of the availability. The period of holding reservation cannot be extended.
    * If you cannot pick up the material within the period, your reservation will be canceled.
  • Materials you can reserve
    * Books: materials that belong in public libraries in Meguro City (except ones with a sign “Reference Use Only”) Please contact us if you’d like to borrow materials that Meguro City public libraries don’t own, for we might be able to borrow it for you from other public libraries.
    * Magazines: In case of the magazines Meguro City has purchased, you can reserve magazines up to the latest issue.
    * CDs: only the ones that belong in public libraries of Meguro City
    * Comic books: a set of comic books (You cannot reserve comic books not issued in series.)

 

9. “Materials Borrowed”* from public libraries in other wards and the metropolitan library

  • Please contact us if you’d like to borrow materials that Meguro City public libraries don’t own, for we might be able to borrow it for you from other public libraries.
    *”Materials Borrowed” mean materials that Meguro city public libraries borrow for our users from other public libraries.
  • How to reserve
    Fill out a reservation form and submit it to the counter. Please note that it sometimes takes time before the material is available.
  • How to return
    Please return “materials borrowed from other public libraries” directly to the counter of the library where you borrowed it. Do not return them to a mailbox for books or to the other libraries.
  • How to extend the borrowing period
    To extend the borrowing period, please consult with the library where you borrowed the material.

 

10. Reference service

  • Consult the staff at the counter when you have something to investigate, for example you would like to know about the collection of poems written by an unknown poet. We’d be happy to help you to find the material.

 

11. Reservation by lot

  • In case of magazines, the turn of lending the latest issue is determined by lot. Apply within the period of application acceptance.
  • Period of application acceptance for reservation by lot From the day a library gets the latest issue until the day it gets the next issue.

 

Other services

 

12. Tale reading

  • Each library organizes interesting events for children such as a picture book reading, a picture-story show, a puppet show and craft class. Please ask the staff for details.

 

13. YA* corner (for junior and senior high school students)

  • There is YA corner mainly targeting junior and senior high school students. There are books and magazines for them and a “YA notebook” where they can exchange their opinions freely.
    *YA stands for “Young Adult”.

 

14. Services for people with disabilities

  • We provide various services to the people with disabilities, mainly at Megurohoncho Library. Each library accepts registration and application for the services. Please ask the staff for details.
  • 1. Types of materials and services
    * books with large characters and magnified-copied books
    * audio books, face to face reading service
    * books in braille, brailling service
    * picture books to touch, cloth-made picture books
  • 2. How to use these services
    * by visiting the library
    * by our book mailing service (We can send books in braille and cassettes by post for free to the people with visual disabilities.)
    * by our delivery service (to those who live in Meguro City and cannot visit the library because of their disabilities.)

 

15. Lending to groups

  • We can lend a large number of books to groups in the Meguro City such as reading clubs, local libraries, or schools. Please ask the staff for details.

 

16. Copy service

  • Under Copyright Law, Meguro City public libraries can make one copy of a part of a material per a reader.
  • Four sizes of paper, (B5, A4, B4 and A3) are available. A color copy service is available, too.

 

17. Borrowing procedure checking device and automatic lending machine

  • Meguro city public libraries have “Book Detection System (BDS)” for proper management of our materials. At Nakameguro Ekimae Library, you can go through the borrowing procedure on your own with “automated lending machines”.

 

Requests from the library

  • Handle our books carefully. DO NOT WRITE OR CUT THE MATERIALS.
  • Please follow the rules and manners in the libraries, not to annoy the users.
  • Please avoid coming to the libraries by car.

  • Closing days
    Mondays(Yakumo Chuo Library and Ohashi Library:First Monday), the end and the beginning of the year, and during a period of checking books.
    *Public libraries in Meguro City are open on national holidays, too. When the holiday falls on Monday, the libraries will be closed on the following day. In May, if Monday falls on the consecutive holiday, the libraries will be closed on the first weekday after the consecutive holiday.

 

“Personal Information Protection” at Meguro City Libraries

Meguro City Libraries strive for protection of personal information obtained through the library services by controlling the personal data adhering to “Local Public Service Law”, “Personal Information Bylaw by Meguro City” and other applicable laws.
“Act on the Protection of Personal Information” subjected to private enterprises came fully into force in April 2005. And, in order to ensure protection of personal information, Meguro City Libraries will handle library users’ personal data as follows from April 1, 2006. We hope you would kindly understand the purpose of the law for personal data protection.

Registration

  • To register and to have a library card issued, please bring the following identification that has your name and address on it. Without the identification, a library card cannot be issued.
    Driver’s license・ Health Insurance Card・ Student’s Handbook, ID Card・ Resident’s Card*・a receipt for various public services*(The identification with the mark (*) are requested to be valid for 3 months after the issuance.) For identification of children under the age of 6 grader of elementary school, please present “Health Insurance Card”, “Infant Health Card (infants under the school age)”, or a new-year greeting card, a post card or an envelope of letter received by an applicant.
  • When someone (including a family member) applies issuance of a library card on behalf of an applicant, he/she must present a letter of attorney in addition to an identification with has the applicant’s address. However, a letter of attorney is not necessary when an applicant is under the age of 6 grade of elementary school.

Borrowing books or reserved material

  • Present the library card of the borrower.
  • When someone (including a family member) wishes to take the following actions on behalf of a library card holder, he/she has to present the card of the borrower. The actions include borrowing books, making inquiry on material to be lent, applying extension of the borrowing period, making a reservation, receiving reserved material, inquiring status of reservation and canceling, correcting or altering the reservation. Without presentation of the borrower’s library card, you cannot act on behalf of someone else.

Telephone Inquiry(Inquiry on material borrowed, extension of borrowing period, making reservation, inquiring status of the reservation, canceling, correcting or changing the reservation, etc.)

  • Library card number, name, address, telephone number and date of birth of the card holder will be checked.
  • Inquiry by a person other than the card holder will not be accepted. However, the cases that an inquiry is made on behalf of a child under the age of 6 grade of elementary school or someone who has difficulty in using a library (such as old age, being in hospital or being away from home more than 2 weeks) will be treated separately. We would like to have users’ understanding and cooperation in smooth operation of library services.

Personal Information Protection System of Meguro City Libraries

  • Personal Data Obtained at Meguro City Libraries
    Personal data obtained at Meguro City Libraries are controlled and used only in performing library services. The personal data include address, name, telephone number, date of birth, e-mail address and data on borrowed or reserved material.
  • A slip filled for borrowing a book
    The slip will be shredded after confirming that data entry is correctly done.
  • Borrowing and Returning
    Data on borrowed material will be deleted when the material is returned.
  • Library’s Note
    No information that enables to identify a borrower is stated on a Library’s Note.
  • Reservation Slip and Record of Reservation
    A reservation record will be moved to a record of the lent material after a reserved material is lent to an applicant.
    ※When a reservation was made by using “Reservation Application Slip”, the slip will be controlled appropriately and be shredded when a service is completed.
  • Office-use Document Used for Reserving Material
    An “Office-use Document” that has name of borrower, library card number and title of the lent material will be shredded when the service is completed.
  • Others
    We pay due attention to a conversation related to personal information with library users at the service counter, observing to the purpose of the law.
